What causes the BRAKE and Rear ABS light to come on?

What causes the BRAKE and Rear ABS light to come on?

Today, while driving home from getting new tires put on the truck, the BRAKE and Rear Antilock light came on. I was faimiliar with 2 reasons the BRAKE light may come on. One, when you have the Parking Brake on. Two, when the brake fluid level sensor in the reservior detects low fluid condition. However what would cause the BRAKE light and the RABS both to be on?

In assumption that this meant the RABS wasn't working, I decided to brake-test it. Sure enough, both rear tires locked right up. What is it the RABS is looking for to determine a problem?
